Note that Inhibited can still be cleansed, so it's not as permanent as it could be, but this is pretty strong against factions that heal a fair amount.
The condition itself is not given out much because champions with Fester and other abilities that cause Inhibited are not as powerful as other champions. It's more common as a condition caused by Diseased.
