Drain may not seem useful since there is no net gain of HP, but especially rank 2 is a large swing of HP, meaning if you drain the HP away from something that would be destroyed anyways (for example, from Sacrifice, Retribution, or Rite of Destruction), you can get a large HP boost. It also works well Heal Mass or other group healing.
