Whenever this unit would be healed, it instead loses HP equal to 50% of the heal.

Note that a champion can only heal up to max HP, so if a champion tries to heal 12 HP on a champion with only 6 damage, the champion would have only healed 6 HP, and thus only loses 3 HP instead due to Decaying.
